feat!: add support for image-spec v1.1.0-rc3

BREAKING CHANGE: v1.1.0-rc3 drops support for "artifact manifest"
media-type.

This PR adds support for image-spec v1.1.0-rc3 which has
reverted/dropped support for the artifact manifest media-type and just
overloads the existing image manifest to support artifact use cases.

Fixes issue project-zot#1406

We switched to the source repo for the new spec in #1468
So this item is done.

@rchincha I think we can do a v2.0.0-rc5 release for this change?
