Improves the compilation speed of our CI system by using the ninja build system.

Also generate a new AMD container with updated compilers.

Even though the container names will probably have to be updated, I really like the new build times, so:

This is now ready for review. I also pushed a fix for #524 (see d8ff1e3) which uses g++ for linking instead of nvcc. With my hand tests, that fixes the issue. Hopefully it does not create new ones.

The Ginkgo team is proud to announce the new minor release of Ginkgo version
1.2.0. This release brings full HIP support to Ginkgo, new preconditioners
(ParILUT, ISAI), conversion between double and float for all LinOps, and many
more features and fixes.
