Mark new napari 0.4.17 builds as broken

Description

I was overeager in merging an update to the napari feedstock updating the
dependencies of 0.4.17: conda-forge/napari-feedstock#50. There are two
problems:

• I incorrectly specified a requirement
• I had updated the build number locally but neglected to push that change
  before merging the PR 🤦

This PR marks the artifacts of that PR as broken.
