Update color token application for banner as part of the token reconciliation work for v12. With the introduction of fill and onfill colors the previous on-color tokens don't have a direct 1:1 mapping and need a manual update to get the expected visual style. bg colors will be updated with the migrator to use fill tokens.

Update text and icon colors to use role-element-onfill color tokens:
