We are running
cibuildwheelwith python 3.8 in build workflow but 3.7 in deployment workflow.Recent build on aarch64 with 3.7 is failing and then following upload of wheel files to pypi is not happend.
This PR bumps up python version in deployment workflow from 3.7 to 3.8.
This will resolve #1866.
