Alternately, if this whole module is heap stuff, we could keep the existing exports and rename the module heap-vows.js.

The whole module is not heap stuff, it is SwingSet stuff. You're probably lookin' for sumpin' like:

Since you created heapVowTools, I would prefer you recategorised V as well... it implicitly uses when, which may be surprising to people thinking it Just Works until they find out the awful truth that it silently fails if you upgrade the vat that has any in-progress V operations.

refs: #9449 ## Description It was a surprise to me that the `when` from `@agoric/vow/vat.js` was heap-only. It makes sense when thinking about it, but nothing about the import triggered that thinking. This exports `heapVowTools` to make that explicit.
