As discussed in MatterMiners/tardis#306, Auditor should return a HTTP error 404 (NOT FOUND) instead of 400 (BAD REQUEST).
According to https://josipmisko.com/posts/http-bad-request-vs-not-found, a error 400 should be returned if the request has bad syntax, while 404 indicates a missing resource. In this case, the missing resource is the non-existent record.
