fix(core): don't normalize package extension peer dependency ranges #4588

What's the problem this PR addresses?

#4305 introduced a regression in package extension peer dependency ranges, by normalizing them (adding the npm: protocol prefix, which should only be applied to regular dependency ranges).

Fixes #4305 (comment).

How did you fix it?

Made it not normalize them anymore.
