rustls depends on ring, which requires clang to build on Windows arm64. native-tls builds without the need for clang so is generally easier to deal with https://github.com/briansmith/ring/blob/7c0024abaf4fd59250c9b79cc41a029aa0ef3497/BUILDING.md#windows-arm64

This enables ignoring the cache when the configuration has changed, ensuring that the feeds are regenerated.
