Second Release - adds a timer for SAMD21

Has M0 Timer code to blink D13 independently of the main program.

To be used (possibly) as a timer for the main loop (oscilloscope)
measurement. To make the loop more effcient, though experiment.

First Release - arduino rotary encoder w LCD blinkie morse buzzer

Stripped down for the rotary encoder revision to come.

Supports Morse Code annunciator, LED blinkie, LCD display,
and the rotary encoder.

Displays steps on the LCD when the rotary is rotated.

Mostly for code development.

This version of the sketch for the weatherproof GPS project
is much smaller (to focus on rotary encoder performance
issues).
