langpack error
check initdb output for langpack error line
if there:

  • run locale and check for cannot set LC_CTYPE error,
  • getval of LC_CTYPE
  • verify C and Posix are installed
  • generate error message - "Cannot initialise databased as the default langpack xxxxx is not installed. To fix, either set env var LC_ALL to 'C' or. 'Posix' or install the xxxxx lnagpack. [pg link]"
