DAI config will fail on ICL with sof-dev branch.

Test config:

That is a kernel/firmware/topology mismatch issue. After upgrade to the latest topology, the issue is gone.
The root cause is 6c3c420 is in the kernel but I didn't update my topology.

To fix the bug we need to first call pm_runtime_enable() prior to any
pm_runtime calls.
