- doc: add various helper links
- doc: improve target styling based on certain anchors

Adding improved support for rendering target headers when using references (versus just clicking on titles). This change should help ensure page jumps and configuration/directive jumps provide a target highlight. Signed-off-by: James Knight <james.d.knight@live.com>
