1.Multiple restart of swss during config load fails to start swss
Steps to reproduce the issue
1.issue config_load / config_reload/ config load_minigraph 3 times under 20 minutes and see that SWSS service fails to start
the issue was supposed to be addresses by #607
however from that fix the following would only cover services that were already in failed state,
while the purpose of the fix is to reset always these services when doing configuration reload
