[device][accton] Add as5812-54t. #3428

Switch Vendor: Edgecore
Switch SKU: AS5812-54T
ASIC Vendor: Broadcom
Swich ASIC: Trident2+ (BCM56864)
Port Configuration: 48x 10G RJ ports + 6x 40G QSFP
SONiC Image: SONiC-ONIE-Broadcom

But SDK config is not ready yet.
Only access to peripherals are ready.

- What I did
Add a new supported device, as5812-54t.
- How I did it
Based on the SONiC Porting Guide.
- How to verify it
decode-syseeprom, psuutil, sfputil and sensors.
A thermal monitor runs at background.
Refer to attached log for details.
