Some work of #48685
mk_attr_id uses the AtomicU32 type and will always generate an unique AttrId that different from ones in generated ast, which is inefficient and meaningless in decoding.

Could you elaborate why we don't need the uniqueness of the decoded AttrId?

Thanks for the reply. I re-examined the usage scenario of the decoder. It is integrated with the generated ast, so it makes sense to generate a unique AttrId. I think this PR can be closed.
