Adding new region ca-west-1 as it is currently not supported.

Hi @atifhafeez, thank you for updating the PR!
Just so you know, we plan to bump all the AMIs to Ubuntu 22.04 AMIs, as Ubuntu 22.04 is the lowest supported version in the latest Rancher v2.7.14 and v2.8.5. Of course, we will add the new region ca-west-1 at the same time. The work is tracked on this issue.
