What should we add?

The Python 3.8 release will reach its end of life in October 2024, as described in PEP 569. Therefore, the CI tests configured with a Python 3.8 environment will be removed.

A new set of CI tests running on Python 3.13 will be introduced near the end of 2024, when Qiskit Machine Learning is projected to have reached version 0.8.0 and Python 3.13 will be released with the initial bug fixes.
