Stop propagating config_settings to dependencies #11941

This PR follows the discussion around #11915 (comment).

It disables the propagation of config settings to dependencies, for better consistency.

It adds a few more tests for config settings propagation

  • to sdist builds (when the requirement was provided on the CLI as name+specifier)
  • to builds of source tree provided via constraint files (when the requirement was provided on the CLI as name+specifier)
  • to requirements provided via requirements file (no propagation, even if they are a dependency of CLI requirements)
  • to dependencies of CLI requirements (no propagation - this is a change)

Strictly speaking, this is a breaking change. Doing a proper deprecation cycle for this sounds quite complex though. My intuition is that if users had relied on that propagation to dependencies, we would have gotten reports that it broke as soon as a dependency was added to a requirements file.

Since config settings do not propagate to
requirements provided via requirements files,
do not propagate them to dependencies either.
