The scalapack .spec currently has the following group setting which prevents it from being picked up in the auto-generated package manifest.

Group:          Development/Libraries/Parallel

Update to use ohpc-style groups. In this case it should be:

Group:          %{PROJ_NAME}/parallel-libs

Updated builds have correct group designation now. e.g.

# rpm -qi scalapack-gnu8-openmpi3-ohpc-2.0.2-27.3.ohpc.1.3.6.x86_64 | grep Group
Group       : ohpc/parallel-libs
