Description

According to microsoft/vscode-black-formatter#176, Black support will start moving out from ms-python.python into this new extension.

Thanks a lot for the contribution, @yajo 🧡! I took the liberty to update the PR to include the necessary Python libraries as per the project's contribution guidelines.
