sudo: disable secure_path in /etc/sudoers by default #3699

We have always shipped /etc/sudoers this way but sudo 1.9.16 changes things on upgrade if the user has never modified the default file. This change allows us to continue shipping without this setting being enabled, for least surprise/breakage.
