fs: improve fchmod{Sync} validation #20588

This commit removes the check for mode > 0o777. It also validates the inputs as int32s instead of uint32s, because they are ints in the binding layer. Range validation is also added to the internal validators.

@joyeecheung it's only blocked in the sense that on FreeBSD, passing a huge number can trigger this error:

TypeError: errmap.get is not a function or its return value is not iterable
  at Object.uvException (internal/errors.js:521:34)

The libuv patch fixes that error. However, if the max values are gated a bit more, there are no issues. It could probably be landed in conjunction with your fix.
