Two issues:

cargo-c uses the wrong linker for the static build, worked around by not linking anything (edit: maybe a different issue, RUSTFLAGS="-C linker=g++" still fails)
binutils strip fails to strip the static archive, which is now huge

I'll leave this as is for now. If anyone has any ideas for improvements, go ahead.
