Testing selected env when vscode is launched - modal confusion

Testing #20538

When I activated base manually and opened vscode from the terminal, I got these popups.

@ the first notif, I wonder whether an "allow" vs "close" instead of a yes/no is better. I tend to skip over lots of text and I'd prefer if the buttons were more indicative of what I'm doing.

@ the second notif, I'm not too familiar with conda at all, but didn't we already activate it? I'm trying Case I from the TPI.
nevermind, I was actually testing Case IV

I agree, we already have #20557 opened to handle this.
