- these two commits add the download of gunc and dram to local rules which avoids errors on cluster without internet access from jobs
- refers to Improvement of offline cluster mode #666
- thanks to @Waschina
- ensures that gunc data is downloaded from the headnode - avoids error if cluster jobs do have internet access
