mypy doesn't like that very much.
Calling strip() on a bytes sequence returns a bytes sequence. This check would previously always be false.

This PR does two things:
I've bundled in the second change as it's small also helps fix type warnings.
Both of these issues were discovered after enabling mypy's
strict_equalityfeature. See #14393 (comment) for the discussion that lead to this PR.
