File inputs (for at least Darwin Core archives, and perhaps csv files as well) could involve either downloading a file from a URI provided to the workflow, or reusing a file locally uploaded to the kurator-web instance by a user. Allow relevant workflows to toggle between these in the workflow run dialog.
