Accept input for Darwin Core archive workflows either as a remote URI or as a local (for kurator-web an uploaded) Darwin Core Archive File.

Symbiota users can easily run queries and download Darwin Core archive files containing the reults for those queries. Likeiwse GBIF users. These downloaded files should be able to be used as inputs for the Darwin Core archive workflows.

This could involve a generic what's my data source discrimination actor.
