I created this PR to fix the failing GitHub Actions.## Description
This PR addresses the issue where GitHub Actions was failing due to the go-gitlint tool not being found. The error message suggested running 'make tools' OR 'make tools.verify.go-gitlint' to install it. However, these commands were not being run in the GitHub Actions workflow, leading to the failure.

To fix this, a step has been added to the GitHub Actions workflow to install the necessary tools before the commit hooks are run. This step uses the 'run' command to execute 'make tools'. This ensures that the necessary tools are installed and available when the commit hooks are run, preventing the error from occurring.

Summary of Changes

Modified .github/workflows/main.yml to add a step for installing necessary tools before running commit hooks.
The new step uses the 'run' command to execute 'make tools'.
The new step is configured to run even if previous steps in the workflow fail by adding 'continue-on-error: true'.

This change should resolve the GitHub Actions failure and ensure that future runs complete successfully.
