This change allows to use repositories/urls without 'download' subpath. For example, mirrors like - http://archives.jenkins-ci.org/plugins/ - https://mirror.xmission.com/jenkins/plugins/ - http://ftp-chi.osuosl.org/pub/jenkins/plugins/
