⚠️🚧 opened this to test an idea using RTD CI PR previews! I will mark this ready for review or close it when I reach a conclusion.

This moves the RTD menu into the header navbar.

abandoning experiment. Better to wait until RTD rolls out their new integration API (in JS) for non-RTD themes.
