docs: add cmd for installing the cve-tool in virtualenv #3649

In the contribution guide for running the local copy of cve-bin-tool ,the mentioned cmd for installing the tool works when a user is not in a virtual env. When present in virtual env , the --user flag isn't needed.
This PR attempts to clearly mention the cmds for both the cases.

The windows fails are definitely unrelated to this PR, but I'm going to re-run them to see if it can help me figure out what's going wrong there. (I suspect a data change that's breaking tests but I am not sure.)
