Hi guys, I just helped a very sad puppy, I think he is happier now, but I do think that we can improve starport, so that puppies don't get sad. All his frens were over at the pool and he couldn't swim!
tl;dr: As the premier scaffolding tool in cosmos, it is important that chains scaffolded with starport be as maintainable as possible, and that when they are scaffolded users can be confident that the module versions scaffolded are nice and fresh.

I should note that this actually was not the issue that stopped the Chihuahua team from connecting to osmosis. Actually, it was a bug that I introduced in the 44.3 refactor.
Now here's the thing, because of the versions being used in Starport currently, I immediately gravitated to that instead of finding the actual problem.
