[FEAT]: Streamline developer installation setup

Is there a pain point in the app driving this feature request?

Currently, we have three ways of setting up the development environment — local installation, Docker, and Vagrant. In the past, this met our needs, as it was previously difficult to install Ruby on Rails applications in Windows.

Desired Behavior

Now, we no longer need these three ways to set up the app, and it would be ideal to have one streamlined way i.e. through Docker.

Criteria for Completion

• Make sure Docker setup process fully with all the criteria the local setup has
• Make sure there is compatibility in macOS, LInux, and Windows
