chore(deps): bump semver and next

Removes [semver](https://github.com/npm/node-semver). It's no longer used after updating ancestor dependency [next](https://github.com/vercel/next.js). These dependencies need to be updated together.


Removes `semver`

Updates `next` from 11.0.1 to 13.4.7
