Provide ml-version and nr-hosts from properties or command-line. Since Vagrant doesn't allow custom arguments, they need to be passed through as env variables. Likely as follows:

ML_VERSION=5 vagrant provision

Works as described above. You can also put ML_VERSION=5 in a file called 'project.properties'.
