Add device_matrix_data::sum_duplicates for device matrix assembly #965

This PR implements device_matrix_data::sum_duplicates for device matrix assembly. In a FEM context, you would allocate dofs_per_element² * num_elements entries and fill them all in parallel with common indexing for the different simplices involved (vertices, edges, faces, ...). Afterwards you call sum_duplicates to generate the actual matrix data to be used in the solver.

Just as a side note, it would probably be nice to have an example that uses this to assemble a matrix directly on the GPU. But that is work for another PR.

Yes, I was hoping to turn Kyrill's example into something like that, since it involves a simple PDE as well as the uniform kernel interface.

LGTM, some small nits about using invalid_index, and one small question about the interface.

* The output will be sorted in row-major order, and it will only reallocate

Should we add a parameter bool is_sorted = false? Honestly, I'm not sure if the situation where the data is not sorted is common enough to justify that.

In the assembly contexts I had in mind, the data would not be sorted, because each element consists of a contiguous range describing the local submatrix.
