Implement the empty shell of event recorder server, along with Dockerfile that containerises it.

Add CI builds to build images on PR and publish them on v* tag push onto ghcr.io.

This is good. I had started copying over the same http setup that Lassie uses. Subsequent PRs might slowly change it over, but this is a good base. Thanks Masih!
