All participant today are suffering from filecoin congestion issue. To make things worse, top miners who have more power share of the network produce more traffic to keep their leverage. Thinking about in real world, you have to pay congestion fee more if you own more vehicles today. So if we add a "trade-off" to the action of adding power simply, we might get things revert.
Active miners should pay average gas plus their power share to the network, i.e., if one miner have 5% power share of the whole network, any message from this miner will cost average gas * 1.05.
The adding part of the gas it will be considered as congestion fee will be burned immediately.
A congestion window can be set and miners will pay more if they produce many messages during this window.

Unfortunately, this won't work. If larger miners pay higher fees, big operations will simply split into many smaller miners on chain, which we can't detect (a Sybil problem).
