Strengthen etcd support policy in issue triage docs #15957

One task as part of our planned issue triage refresh is:

Update triage_issues.md to add a clearer support policy statement to the aim to shift away from providing 1:1 support and instead addressing broader themes and concerns in a way that helps all etcd users.

This pull request proposes stronger wording and clear instructions we can follow to ensure our github discussion forums are the place where our support issues are managed.

The proposal to use the "Convert to discussion" github feature would remove some support clutter from our issues section, leaving that focused on our open development work like bugs and features, while our support requests will all exist within our discussion forums.

All individuals in our members, reviewers-etcd and maintainers-etcd github teams have the required permissions to be able to use the "Convert to discussion" github feature.
