@lyft/network-team please review. This sets up priorities and implements them at cluster manager layer, but does not use them anywhere. I will do follow up later to actually use priorities in routing, but I want to get this in because it's a pretty big config change. I will work on doc updates but please review the code.

From side convo with @wgallagher this implementation is not optimal for HTTP/2 since there we should still use a single connection pool (single connection) with HTTP/2 priorities. This is an optimization that we can add later if we wish. Right now I just want to get the config changes in and cover the HTTP/1.1 case which is where it will be used initially.
