no-extra-semicolonswas previously included instylelint-config-recommended, but removed in v10.0.1: stylelint/stylelint-config-recommended#183To make transitioning from
stylelint-config-recommendedtostylelint-stylistic/configeasier, this PR adds the rule here. Note that this is technically a breaking change.
