Fix: Fatal error in Visual builder using annotations

Summary

The PR fixes the issue #19385.
The issue reproduces trying to render a tooltip of an annotation with incorrect Row Template:

Added a toast notification with an error message, trying to process an incorrect markdown from the row template.
