Summary

closes #8027

This PR adds support for opt-in reparenting of dragged items via the prop usePortal on EuiDraggable.
This will solve the issue of disappearing dragged items inside stacking contexts (like inside EuiFlyout or EuiModal) where the position: fixed positioning of the dragged items would be affected by the changed context.

This optional flag allows to clone the dragged item into a portal on the body element which will remove it from the affecting stacking context and ensure correct positioning.

Note

The reparenting behavior is added as opt-in due to its effects on draggable content styling.
When portalling the item into the body element, any previous relative/hierarchical styling from outside the EuiDraggable context will not apply anymore. Styling needs to be added to the EuiDraggable or its content directly to ensure its applied both in non-dragging as well as dragging states.

I have a few minor feedback items for the docs copy/examples (+ assume the same changes applies to the EUI+ mdx file), but I'll go ahead and approve to unblock you. Source code changes look amazing, fantastic work on this Lene - it's an amazingly elegant solution to a problem that's long plagued us!
