"The basic VAT rate will remain at 21 percent. The reduced rate will be 12 percent (so far we have two reduced rates: 10 and 15 percent). There will be zero tax on books."

The change has been signed earlier today, sources

Now the change needs to be published as a law which is a formality only.

And just for the record, today the rate change has been published as a law (or what's the correct process term) see (in Czech here) https://www.psp.cz/sqw/sbirka.sqw?O=9&T=488 and the particular change is described in the PDF on page 88. But the PDF is linked as a http:// URL so Chrome will not download it from https:// page unless you devtools the link to https:// because of course gov sites can't get their sh!t together.
