spec refactor: use plan policy provider #1594

More refactors in preperation to move digger to rely on spec provider:

moved the storage library from cli to a seperate library
introduced PlanStorageProvider, for now it still relies on env variables but the plan is to prametarise it as well and move the configuration of plan storage to digger.yml as well


          use plan policy provider
