Allows the version to be retrieved from the git tags when using the repo. Also ensures that `sdist`s and other build products get created with the version information hard-coded in them based on what was found from the repo `HEAD` position when they were generated.

Includes versioneer for managing the versioning of this project by using git tags to generate this information. Also makes sure this information is hard coded in any
sdists or related build products that are released. Should make the release process a bit smoother. Should add that all files thatversioneeradds here are in the Public Domain via CC0-1.0 as noted here.
