fix(cypress-schematic): do not disable e2e support file #25400

User facing changelog

e2e support file is no longer disabled by default

Additional details

Disabling the e2e support file by default leads to some confusion when setting up things like custom commands that rely on the e2e.ts support file being executed. See the related issue.
