docs: add bitbucket to ci-setup guide #4147

Description

Add a section in the CI Setup docs to utilize commitlint within a BitBucket pipeline.

Motivation and Context

I recently implement this at work think it would be useful for other's that are required to work with BitBucket!

Usage examples

// commitlint.config.js
module.exports = {};
echo "your commit message here" | commitlint # fails/passes

How Has This Been Tested?

I implemented this at work and I also previewed the docs locally:

Types of changes

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (fix or feature that would cause existing functionality to change)
